Common workflow capabilities

Many of the powerful regex conditioning, JQL query, and variable substitution capabilities pioneered with Create on Transition for Jira in version 3 have been extended significantly in version 4. More importantly, these capabilities are now being shared across other products providing workflow capabilities. This means more consistency and faster delivery of improvements across all products.
