Licenses needed for server-to-cloud migrations
The Cloud Migration Tool is a free app, and you don’t need a license after you install it. However, to perform project and issue migrations from Jira Server or Data Center instances to Jira Cloud sites, you need to pair the Cloud Migration Tool with Configuration Manager for Jira Cloud, a paid app. That’s why you must install Configuration Manager for Jira Cloud on the destination cloud site and provide a license.
Separate Configuration Manager licenses are required for each Jira Cloud site where you would like to migrate your projects and issues.
