The BigPicture shortcut can be added to multiple workspaces, but it always leads to the same BigPicture app.
Adding BigPicture after installation
You can add the shortcut to your workspace anytime after the installation.

Additional context
The shortcut is visible to all users.
Only users who have been granted BigPicture access can open the app.
When the app is uninstalled, or app permissions are revoked, the shortcut doesn’t work (regardless of user permissions). In such cases, the shortcut must be manually removed from a workspace.
