Moves an issue before another issue.

'True' if operation succeeded, 'false' otherwise
Example
boolean result = rankBefore("AGILE-3", "AGILE-2");
1. If an issue with that issue key is not found, an exception will be raised. 2. The user must have sufficient permissions to view the board.
