Does assigning skills prevent me from assigning tasks to people?
No. Skills are meant to make it easier to assign tasks. But they don’t restrict or force your actions in any way.

Assign Skills to Resources
Once skills are created in the system, they are assigned to individuals using the following steps:
From the Resources tab, click Individuals.
Select the person who possesses the skill.
From the person’s landing page, scroll down to the Skills section and click +Add new.
The Add Skill page displays. Select the appropriate skill from the drop-down list, and enter a Start Date. Note that a Start Date is required but the End Date is not. However, there may be a scenario where an individual is filling in for a role for a set period of time. For example, an employee is going to participate in market research for a month until a vacancy is filled. Click Add.
The new skill now displays on the person’s landing page.
Assign to tasks

Once configured you can select a skill at the task level. The related effort is used to calculate the skill demand and is evenly distributed over the task's duration. The skill demand will be displayed in the Resource module's Skill panel.
At the resource level, you also need to assign the skills acquired by the resource. The resource’s time is allocated across different skills.

Security and Access
Only a person with the App Admin and App Resource Admin security role can create skills and assign them to resources.
To assign resources go to Administration > Resources > Individuals > click the resource name.
Add a Skill to a Task
With skills created and assigned to individuals, they can now be added to a board. With the skill assigned, the person managing the board can find the correct person to complete a task.
Use the following steps to add skills to a board.
Open a monday board.
Left-click the ellipse that displays to the left of an item and click Open.
In the right-hand pane, click the Add View button.
Search for skills. The BigPicture Skills Widget displays. Select Add to Item.
Now, the BigPicture Skills widget tab displays, allowing you to select individual skills associated with a particular task.
The BigPicture Skills widget is now available when you open any task on the board. And skills can be added to a task.
Skills vs inactive users
Inactive users should be archived; otherwise, they will continue to show as available. The app will continue to suggest that 'this person is a perfect match for the task, even though they no longer work here and should be removed
Users can be archived by:
App admin
App resource admin
Monday admin
You can also remove a user from a box (unless they have been added as a part of a group, though luck in this case)
