No, the Web Fragment Finder for Jira app is not compatible with Data Center.

 How do I use this app?
  1. Install the plugin instances that were started with atlas-run.
  2. Add ?web.items&web.sections&web.panels to the query string.

In some cases, the host app strips out the query string. In such cases, simply go to the Configuration page (available through the Hidden Webfragments link in the top bar) and turn the relevant query strings on.

 How do Active objects work?

Active objects displays information about the apps that are installed in the UI.

 How to enable the WebFrags option to display the context on the UI?

Navigate to WebFrags and click it to open the Configuration page. Enable the options as shown in the following screenshot to display the WebFrags context on the UI:
