isPublicJSDComment(jsdCommentId)
Description
This routine returns the type of comment, if the comment is public, the routine will return "true"Â otherwise it will return "false".Parameters

Return type
boolean (true/false)Â
If the comment is public, the routine will return "true" otherwise it will return "false".
Example
Th following code will return "true" if the last comment in that issue is external and "false" otherwise.
