In IE go to internet options -> security -> custom level. |

Get the base IE part working first. Most companies that use Visio have significant IE usage and this is the best alternative for that. Follow the tips and information available here and elsewhere on how to configure your IE and Microsoft ActiveX client environment to work correctly. Problems with this need to be resolved locally.

if you need Chrome or Firefox browser access from a Windows client, I recommend using IE tab for Firefox or Chrome to get IE rendering in those browsers - that is basically the same as the first recommendation above.
