With the Cloud Migration Tool, you can smoothly migrate Jira Server or Data Center users to Jira Cloud. The tool also helps you fix missing or invalid email addresses and merge multiple users into a single Jira Cloud account.

When are users included in the migration

Jira users, groups, and roles are integral to projects as they’re used in permissions, notifications, workflows, etc. Therefore, any users, groups, and roles used in a project will be included in the migration.

After adding projects to the migration, users linked to these projects through configuration elements are included, too. For example, users assigned to issues in a particular project, users assigned as project leads, or single users assigned to project permissions , will be included in the migration.
