Manage and migrate users
With the Cloud Migration Tool, you can smoothly migrate Jira Server or Data Center users to Jira Cloud. The tool also helps you fix missing or invalid email addresses and merge multiple users into a single Jira Cloud account.
When are users included in the migration
Jira users, groups, and roles are integral to projects as they’re used in permissions, notifications, workflows, etc. Therefore, any users, groups, and roles used in a project will be included in the migration.
After adding projects to the migration, users linked to these projects through configuration elements are included, too. For example, users assigned to issues in a particular project, users assigned as project leads, or single users assigned to project permissions will be included in the migration. How are Jira Server/Data Center users migrated to the cloud
When it comes to migrating Jira Server/Data Center users to the cloud, Cloud Migration Tool covers the following scenarios:
NEW are users who don’t have an account on the Jira Cloud site and will be invited to join after the migration.
existing are users with emails that exist on Jira Cloud and they won’t be migrated as they already exist.
unknown are users without an email address or with an invalid email address, and they are reported as a problem. In these cases, the migration can’t continue as the Cloud Migration Tool can’t determine if the user exists on the Jira Cloud site. To continue the migration, you will need to resolve these errors first. The Cloud Migration Tool allows you to fix user problems in the migration wizard.
customized are users whose details have been updated with the Customize mapping feature.

Fix problems and merge users
The Analyze changes page not only shows the users in the migration but also allows you to edit user details like names and emails quickly. This way, you can resolve various user errors that are stopping the migration.
The user issues you can resolve during a migration are:
fixing missing or incorrect user details and,
merging multiple source users into a single Jira Cloud account.
Merging users
To merge source users, you need to change the emails of multiple Jira Server/Data Center user accounts to the same Jira Cloud email adress. This enables Cloud Migration Tool to map them all to a single account on the Jira Cloud site.
The Customize mapping feature on the Analyze changes page allows you to make changes to the users being migrated. To access this feature, just use the Customize mapping button located at the top right corner in the Analyze changes phase of the migration wizard. Learn more about the customizing users.
