Introduced new Permitted voters and groups to vote parameter

Use the Permitted voters and groups to vote parameter to gain more control on who can vote on the polls. Poll creators can now mention a list of users and/or groups when creating polls. If mentioned, only the names mentioned in this list can vote on the polls. If left blank, only those users who were given the poll link can vote for the poll.
