Javascript Hooks for Bitbucket Server is available through the Atlassian Marketplace. Install it through the Universal Plugin Manager in JIRA.

Once installed, the administrator can access the Javascript Hooks configuration pages in the administration area of Bitbucket Server, by clicking JS Hooks.
