Overview
Using clone project action you can copy the project and respective issues but we can not copy the issue numbers.

Issue keys are unique identifiers for the issues.
Can we keep issue numbering when cloning the issues?
When we create the issues under the project the issue key will be generated for each issue and if we delete any issue then particular issue key will be deleted. So when we perform the cloning of the project, the new project will get created and new issue key will be generated for the cloned issues.
