In Confluence
create a new Space for your new knowledge base
create the sub-pages of each category with the following hierarchy

How to
Issues and Solutions
Systems
Hierarchy
Using Scaffolding Forms & Templates, build some templates for each category article.
go to Space tools (on the bottom left corner of the Confluence sidebar)
select Content Tools
In the User Created Templates section
choose Create New Template
