Syntax:
isPublicJSDComment(jsdCommentId)
Description:
This routine returns the type of comment, if the comment is public the routine will return true otherwise it will return false.Parameters:

jsdCommentId | Yes | The id of the JSD comment |
Return type:
boolean (true/false)
If the comment is public the routine will return true otherwise it will return false.
Example:
isPublicJSDComment(getLastComment(key)["id"]);
This will return true if the last comment in that issue is external and false otherwise.
