1. To verify user permissions: 

   • Navigate to the intended project. 

   • Select Project Settings from the left bottom corner of the screen.
   • From the Settings menu, select the Permissions option.
     1. If the error message is with the Reporter field, then verify whether the user, who is executing the transition or the reporter, has Create Issues, Modify Reporter (as shown in the below screenshot):
        
     2. If the error message is with the Assignee field, then verify whether the user, who is executing the transition or the assignee, has Assignable User,  Assign Issues (as shown in the below screenshot):
