Links to and from page headers and anchors are treated differently from the Confluence link macro types.

-page link to another source space page, the link is not updated. In-page links to a header or an anchor in another source space page are also not updated on publishing the page. In-page links created in macros, such as the table of contents macro,are updated if the macro is configured for the current space.
Links added to page headers
A link to another space page added to a page header is not updated on the published target space page. These links are treated as absolute links.
