Public comment means that the comment is visible to all JIRA Jira users , and not restricted to any user, group or role.

Public Comment Date Custom Field
- Navigate to JIRA to Jira Admin > Add-ons > Enhancer Plugin Menu > Custom Field Configuration and switch to go to the Date tab.
- Click on on the
button. - Fill in the dialog dialog box:
- Pick JEP - First Public Comment Date or JEP - Last Public Comment Date in the custom field drop-down menu.
- Give a Create a name to for the custom field.
- And then click Add Custom on the Add Custom Field button. That's it.
This custom field can be used to sort or search in issue navigator.
