This article provides a clear understanding of the fields Last transition for New Value? and Is Current(New Value)? within the History Section on the reports sidebar.

Instructions

To find the fields, navigate to Jira Menu → AIO Reports → My Area → My Reports → Open a report/Create report → Sidebar → History section. Look for Last transition for New Value? and Is Current(New Value)? Both the fields work with reference to History Old Value and History New Value fields.

Last transition for New Value? - Consider an issue has transitioned from one status to another multiple times, then the Last transition for New Value?  will have the flag value Y for the last transition for any status.

Is Current(New Value)? - The last transition will have this flag Y as the new value is the current value for that field.

Example:

Consider the workflow as shown below:

And if the issue is transitioned from Open → In Progress → Done → Re-Open → In progress → Done, then the last transition for Open status is #1, hence the flag value Y for the field Last transition for New Value?. And the new value of the Current status for the issue is Done hence the Flag Y for #6.
