For the cloud app, you can have the flexibility to control app access to certain user-generated content. The app access rule is the Atlassian data security policy rule that allows organizations to limit third-party app access to content in Confluence spaces and Jira projects.

If Clone Plus for Jira is blocklisted by app access rule, you cannot clone the issues in the restricted projects.
Clone Plus for Jira cloud app does not allow you to clone the issues in the projects restricted by the app access rule. If you try to clone the issues from the restricted projects, you will see error messages in the app.
If you want to clone issues from the restricted projects, contact your Jira admin to remove the Clone Plus for Jira from the blocklist
