TFS4JIRA | Jira users in the invited state are not available for mapping

Use Case:
A TFS4JIRA customer migrated projects for a client from one Jira Cloud site (Jira 1) to another (Jira 2). The client plans to migrate from Jira 2 to Azure DevOps (ADO). Users were set to invited status during the migration from Jira 1 to Jira 2. With the TFS4JIRA Cloud Native plugin installed on Jira 2, the customer cannot map users in "invited" status for migration because these users are not visible in the plugin.

Explanation:
Users with invited status are not part of any Jira access group and do not technically have project access in the Jira instance. TFS4JIRA only supports mapping and synchronizing users with Active status who are assignable in Jira issues.
