Only the user who created a comment can edit that comment:

After a comment has been edited the marker “(edited)” is added to the header of the comment to make it clear to everyone that the comment has been altered from its original state:

There is no versioning or history for comments so there is no ability for diffing an edited comment with its original state. Users can only see that a comment has been edited, they cannot see what changed.
