Delegated Project Notifications for JIRA is available through the Atlassian Marketplace. Install it through the Universal Plugin Manager in JIRA.

Once installed, the administrator can access the Delegated Project Notifications configuration pages by clicking Project Notifications Editor appearing in the Admin Helper section in the sidebar of the Confluence administration area.
