You can allow a larger set of users to request projects so that Jira admins can then approve and process those requests.

Granting permissions to a group

• From the Cog menu , choose Add-ons.
• Locate the Delegated Project Creator section in the left sidebar and choose Project Request Settings.
• From the Request Permissions tab,
  • Select a group to add from the dropdown and click Add group to Requestors.
    

Revoking permissions from a group

• From the Request Permissions tab, click delete next to the group whose permissions you want to revoke.
