Please review What gets migrated with the Jira Cloud Migration Assistant, especially data in custom fields. Atlassian's MIG-310 ticket on remote workflow extensions which mentions: The good news is that Atlassian has announced a fix is being released in June 2021.
Jira Differences	Jira integration user	In a migration scenario, an integration user must first be set up on the server. This is a prerequisite for the migration process. Refer to Setting up an integration user - Connector for Salesforce & Jira for steps on how to set up this user. In a non-migration scenario, Jira server does not need an SFJC integration user.	There is no need to set up an integration user on cloud.
