The Cloud apps pricing follows monthly or annual subscriptions. When your subscription renews each month, you are automatically billed for apps based on the number of users in your instance. Apps are billed based on the number of users in your Atlassian product.

The pricing for the Jira Cloud app is determined by the number of active users in Jira, irrespective of the actual number of users using the add-on. For example: If only 100 users are using the app among the 250 Jira active users, you are still billed for 250 Jira users by Atlassian.
