  1. Log in with a user that has permission to edit permission schemes. An administrator user should work.

  3. Give “Browse Project” permission to the users/groups/roles that should be able to see the project issues.

If a user has permission to view the project on the server with a given specific email address on the server has permission to but cannot view the project, and issue on the cloud , the user with the same email address does not, a possible reason may , it could be that the “Browse Project” permission on the server is given , the "Browse Project" permission granted to a Group that group the user is a member of. In belongs to. On the other hand, on the cloud, we CMJ will only create groups but do not populate them with users because of the way Jira manages groupsempty groups without users.
