Using When you copy the project using the clone project action we can copy , only the project and respective issues are copied but we can not keep the same ordering of issue key as present in not the issue keys or the order of the issue keys from the source project.

When we create the issues under the project, the A unique issue key will be is generated for each issue.So when we perform the cloning of , when the issues are created under the project. When you clone the issue from one project to another projectthe other, the a new issue key will be is generated for the cloned issues based on the serial number of the issue key. In case if the issue got deleted from the source project and then if we perform cloning the issues from one project to another. We notice the difference in issue key numbers in the target project as it will generate new issue key based on the serial in the target project.You also notice that the order of the issues is different in the source and target projects, as shown in the following image:
