   • Navigate to the intended project. 

   • Select Project Settings from the left bottom corner of the screen.
   • From the Settings menu, select the Permissions option.

     your issue has a
     1. the error message is with the Reporter field,
     verify if
     1. then verify whether the user, who is
     creating
     1. executing the
     issue
     1. transition or
     executing
     1. the
     command
     1. reporter, has Create Issues, Modify Reporter
     and Assign Issues permissions
