Solution

Make According to the error that you get, make sure the respective reporter /or assignee /or the user who is performing the transition in the source issue) has Create Issues, Modify Reporter/Assignable User, Assign Issues permissions under the respective has the below permissions under the respective target project permission scheme.:

Ignore adding User(User) for user: User does not have Reporter permission to the project SAMPLE

Troubleshooting steps

Use the following troubleshooting steps to ensure the Reporter/Assignee fields are copied during the transitionthe reporter or assignee or the user who is performing the transition are having the required permissions as mentioned above:

1. To verify user permissions: 

   • Navigate to the intended project. 

   • Select Project Settings from the bottom the left bottom corner of the screen.
   • Select From the Settings menu, select the Permissions option from the Settings menu.
   • If your issue has a Reporter field,  Verify verify if the user who is creating the issue or executing the command has Create Issues and , Modify Reporter and Assign Issues permissions (as shown in the below screenshot below):
