As a user, you can request a new project once the administrator configures the required permissions for you.
Perform the following to request a new project:
Navigate to Apps > Request new project from the top horizontal menu. You are navigated to the screen that lists project templates preconfigured by the administrator.
Note Request new project menu option is visible only when an administrator grants you the required permissions to request project.
Click Request next to the intended template in the Request New Template page to proceed further. The form for requesting new projects expands within the same page.

Enter the details in the project request form as follows:
Project Name: Specify a relevant name for your project.
Project Key: Specify a project key. This key is added as a prefix to each issue in your project.
Project Description: Provide a brief description about your project.
Copy settings from this project: Select a project from the available list to copy the respective project settings into the newly created project.
Note This field is visible only when base project(s) is configured for the selected template.
Project Categories: Select a category for the project from the available list of options.
Note This field is visible only when the Project categories field is configured for the selected template.
Questions: Provide an answer to each question configured by the administrator.

Click Submit to submit your request for approval (or Cancel to drop the request). A confirmation message is displayed.

Once your request is submitted, the project is created and is ready for use only after an administrator or a project approver approves your project request.
