Go to the Administration page, choose Custom Fields link and add an PCF - Multiple Autocomplete.

This custom field can be used for the following types of options: 

• String (default)
• Component Picker
• Group Picker
• Issue Picker
• Project Picker
• User Picker
• Version Picker

Configuring PCF - Multiple Autocomplete custom field

1. Log into your Jira as Admin.
2. Go to Administration > Issues > Custom Fields page.
3. Click Add custom field and select PCF - Multiple Autocomplete.
4. Configure this custom field as described on the Configuring Power Custom Fields PRO page.
